The state declared her a Child in Need of Assistance and placed her in the Marshalltown Boys and Girls Home, a state-funded day program for troubled children.
But instead of getting help, she got molested by her counselor. He carried a gun, she said, and once placed it to her head and threatened to kill her, her mother, her boyfriend or himself if she told.

Kelly Jackson, now 25, was 15 the day her brother died. She said she wants to make sure no one forgets him.
Jackson was not with Ryan that day in March 1998 — a day after he was found not breathing in the foster home of Frank and Vickie Lowery on Oliver Street in Sheffield Lake. That’s because Ryan and his siblings were separated among several different homes after authorities felt their parents were raising them in an unsafe environment.

A teenage mother has been reunited with her baby after the child was taken by social services without a court order.
The boy was taken two hours after he was born to the 18-year-old, who had just left the care of Nottingham social services.
Hours later, Mr Justice Munby at the High Court said no baby could be removed "as the result of a decision taken by officials in some room".
The woman's solicitor Stuart Luke said she would lodge a claim for damages.
'Birth plan'
He said she faced the prospect of "an application by the local authority social services for an interim care order, which will be vigorously contested".
Mr Justice Munby said that without the appropriate order and given that the mother was still in hospital, mother and child should be reunited.
Describing the situation as "most unfortunate", he said officials involved in the case "should have known better".
The boy was born healthy and taken from his mother about two hours after his birth without an order having been made.
Mr Luke, from the firm Bhatia Best, said: "Mother and child were reunited 46 minutes after Mr Justice Munby's order at 1209 (GMT)."
Hospital staff were apparently shown a "birth plan" prepared by local authority social services.
'Unfortunate removal'
The plan said the mother, who had a troubled childhood and suffered from mental health problems, was to be separated from the child, and no contact allowed without supervision by social workers.
The judge said the removal of a child could only be lawful if a police constable was taking action to protect a child, or there was a court order in place.
Mr Luke said the mother would be making a claim for damages against social services officials "arising out of the unfortunate removal of her child without lawful authority shortly after his birth".
The judge ordered the council to prepare a comprehensive plan setting out their proposals to assist the mother as she had recently left local authority care, by no later than 8 February 2008.

I have been personally involved with two serious incidents to do with the Hamilton Children's Aid Society and although the two incidents were 30 years apart, with no CAS involvement in between. On both cases, the Children's Aid Society handled themselves with the most corrupt, sneaky, backstabbing methods that I have ever run across.

The truth of this verse was made evident by the elder son of Susan Pope. Mrs Pope was until recently the senior nurse at one of the most prestigious private girls schools in the country, Malvern St James. She was sacked for gross misconduct.
However, as has become increasingly common in this country, she was not sacked for anything she did or didn’t do at work. She was sacked for something that happened at home. The facts are not in dispute. Her ten-year-old son swore at her, and after giving him a warning that he would get a smack on the bottom if he did it again, he called her bluff. She was true to her word and applied the mildest discipline to his buttocks over his trousers.

The city of Denver recently announced it was going to tap into emergency reserves to hire 40 additional child welfare workers to handle ballooning caseloads.
Colorado ranks fifth in the nation in terms of wealth and per-capita income. Yet we have the eighth-highest rate of children living in poverty. Colorado is home to one of the largest concentrations of bachelor's degree graduates in the United States. Yet we rank among the bottom 10 states in terms of the number of students who graduate from high school.
Note: Poverty is often misinterpreted as neglect.

Since the highly publicized Banita Jacks case, CFSA is now removing twice the number of children from their homes and putting them into foster case. Meantime, the Caplans have already racked up more than $75,000 in legal fees to get their daughters back and try to clear their name.

this is the biggest lie cps has going. they interfere and traumatize innocent families until their case loads surge to unacceptable levels.then when mistakes start to happen they ask for more funding.they are trying to influence the public's perception that child abuse is some sort of epidemic and the only answer is to pay them.if they stuck to doing their jobs - and focused on real cases of child abuse - so many children would not end up in the system and funding would go to where its needed most.these people continue because there is no one telling the public what really is going on.
I just didn't want it to be skimmed over.

I got my daughter back eight months later and have spent the last year trying to undo the damage that was done to her while in the county's care. While at Northeast Parent & Child Society's Children's Home in Schenectady, New York, where the county placed her, she learned to smoke marijuana and steal cold medicine to get high, among other things.

On Thursday, Cook County prosecutors decided not to prosecute the mom, no doubt in large part due to the round of negative publicity the county received for threatening to throw the mom in prison. Nationally and statewide the results are just as dismal. Half of all the country's emancipated foster youth become homeless sometime during the first 12 months. About half of California's foster youth complete high school; most become homeless and unemployed, and fewer than 3 percent attend college.

Often caseworkers will take the easy way out and "dump" a foster child into one stranger's home after another rather than take the extra effort to find the child's relatives, work to get them approved as foster parents and bring permanence to the child's life, she said.

Yes, those italics are right. Somebody - even an ex-spouse with a grudge - may have reported suspected abuse. It was investigated. Nothing was found. Case was closed. Now CPS returns to investigate again.

The man, whose name we will not use to protect the identity of his daughters, said he is pleased that West Virginia legislators last week passed a bill that slaps criminal charges on those who falsely report child abuse or neglect in order to influence a custody case.

This is what 7-year-old Andrew Bridge thought as the police took him from his mentally ill mother on a Saturday afternoon on the streets of Los Angeles. Torn between the desire to protect his beloved mother and the need to be safe, he was pulled away from her and into a life that proved only marginally more bearable than his harrowing existence with her. Andy was taken to MacLaren Hall, public orphanage, "death house of childhoods," as he writes, and then placed with an emotionally and often physically abusive foster family in the San Fernando Valley, northwest of downtown, where he stayed for 11 years. And yet, "Hope's Boy," published last month and reaching No. 6 on the New York Times best-seller list, is not an abuse book. The man I sit talking with 38 years later radiates happiness, excitement, health. He carries a picture of his mom on his iPhone. Bridge looks boyish, although not at all like the boy sporting an odd, blank, half-smiling stare on the book's cover. When he's particularly thrilled with a topic, he literally hops up and down, even when seated. "This is not a book about me," he insists. "It is a book about my mother."

Someone is using the government to harass Keith Ferguson. The government admits as much and then says, "Sorry, Mr. Ferguson. We're powerless to stop."
Ferguson, of Schaghticoke, has been investigated at least a dozen times in the last two years by the county's Department of Social Services. DSS is following up on complaints to the State Central Register that he is sexually abusing his children. The "hot line," as it is sometimes called, allows an anonymous caller to report suspicions of child abuse. Investigators, if they're given enough information, must look into the allegations.

This petition is in support of returning Bella Smith, to her mother, Lisa Smith. Where she legally belongs. Children can not be stolen from their homes with out trials and proof of real harm.
Bella was removed from her home without probable cause or a warrant. There were no reports of harm against the mother. Bella was taken by a Knox County Juvenile Case Manager, who said she had a warrant and did not. She removed the child out of anger. Once the child was removed, she was given to an abusive, violent father, who had been out of Bella's life, by his choice for more than a year. The father has committed several violent acts against the mother and other women, this is all documented in police records. The Juvenile Court has failed to provide the child with a safe environment. She has not had proper, continued medical attention or insurance. The father has testified in 3 Courts, under oath, that he does not give the child medicines prescribed by her Doctor. Yet, the Juvenile Court refuses to acknowledge this medical neglect. The guardian ad litem, never met or attempted to meet with Bella & Lisa. Yet he met with the father several times, he recommended to the court, Bella stay with him, based on absolutely nothing. GAL's are to ensure what's in the child's best interest. Not there own or what is most convenient for them. He has failed to protect Bella also, both physically and medically.
There must be due process, fair and equal treatment, and protection of Constitutional Rights, in children's cases. No one has attempted to reunite Bella with her Mother.
It sends a negative message to society and battered women, when the State chooses to prosecute women for rightfully protecting their children.
This child has been to Dr. and ER more than 42 times in a year and a half, her bruises, marks, and scratches have all been documented and photographed. The child her self has stated several times, her "daddy whipped her butt, with the switch". No one has done anything to protect this child, and they have allowed the father to make continuous accusations and harass Ms. Smith's family. There has not even been an attempt to reunite Bella with her Mother.
We ask the judge, the State of TN, the prosecutor, those who seeks to punish Ms. Smith, to look at the facts and the law, to see the fraud that has been committed and correct it. TN has had a long, negative history in The Children's Services area, we ask that you not allow Bella to become another statistic.
Do not continue with this case, allow Ms. Smith to regain the rightful custody of Bella, and return her home, where she can be safe and loved, and most important, where she wants to be. Little girls need their Mothers.
