On a superficial look, the report of the inquiry into children in state care might seem like a typical product of what Amanda Vanstone used to dub the advocacy industry describing faults by the state in looking after children taken into care for their own good, now complaining of neglect, less than ideal care, and physical and sexual abuse while in care.
