U.S. states are patching together funds from a variety of sources to care for thousands of children who have been abused or neglected, but they are still struggling to meet demand for services, a federal watchdog agency said on Wednesday.

The majority of federal funding that year for child welfare, $7.1 billion, went to states for foster care, while $730 million was distributed through formula grants to address child abuse and safety. The U.S. Congress also appropriated $189 million for child-abuse prevention, GAO said.
According to the National Conference of State Legislatures, states and the federal government spend about $25 billion every year on child welfare services.

The Smart Money: DHHS and its significant challenges
In January of 2011, DHHS was bragging about their National Model Child Welfare System due to all of the reforms made after the death of Logan Marr. In 10 years, the state had cut the number of foster kids in half. In June of 2012, Eathen Henderson was thrown into a chair by his former foster child father and died. Since then the rhetoric has changed dramatically.

We hear, and for some of us, personally know the ultimate sacrifice they bear and the burden they impose on their children for doing so. All the battles they face should be out on the battlefield; not in the courts against the U.S. custodial system.
