Yet the USA's child protection "system" is a case study in broken bureaucracy. A 2008 study by the child advocacy organization First Star found that state confidentiality policies regarding child fatalities and near-fatalities often protect agencies and perpetrators over children. When states were graded on this problem, ten flunked, among them Maryland, Pennsylvania, Vermont and Tennessee.

- Another First Star study found that most states do not provide abused and neglected children with adequate legal representation, leaving their voices muffled while decisions are made about their futures. When graded, fifteen states flunked, among them states from which candidates in the last election hailed -- Illinois, Delaware, and Alaska.

A Lawrence County man has been arrested and accused of raping a girl and physically abusing a teen boy, authorities said today.

Gregory Lee Terry, 41, 8506 Lawrence 150, Courtland, is charged with first-degree rape and torture or wilful child abuse, according to Lawrence County Sheriff Gene Mitchell.

The sheriff said Terry is accused of forcing a 14-year-old girl to have sex with him and whipping a 16-year-old boy with a fishing pole. At the time, the boy was in custody of Terry, who is a former foster parent.

A British social worker who spent six months with Child Youth and Family has spoken out against the department, claiming its processes are unethical.

Jonny Ward worked for CYF in South Auckland but left his job in protest, saying families were broken apart unnecessarily.

2 Pa. judges to plead guilty to public corruption

Two Pennsylvania judges agreed Monday to plead guilty to fraud charges accusing them of taking $2.6 million in kickbacks in return for placing juvenile offenders into certain detention facilities.

The plea agreements for Luzerne County President Judge Mark Ciavarella (shiv-ah-REL'-lah) and Senior Judge Michael Conahan (CON'-ah-han) call for sentences of more than seven years in prison. Both judges have agreed to step down from the bench.

Family planning will save our economy?

There are lots of ways to stimulate an economy and American taxpayers are about to learn about some of them as Congress and President Obama study an $825 billion package ostensibly aimed to do just that.

Whether building roads or fixing bridges is the best way to spark the economy back into a roar will be a subject of debate in the coming days and there certainly are solid arguments on both sides.

At least one such provision, however, seems shaky from the get-go.

A provision that would divert millions of stimulus dollars into family-planning services seems to be intended more for ideological purposes than the pragmatic needs of a country needing to get laid-off workers back on payrolls and paying taxes.

TRAUMA TREATMENT FOR FOSTER KIDS GETS REPRIEVE

The boy had been screaming for over an hour, and his foster mom was beginning to panic. She didn’t know what had sparked the attack, and already the neighbors were calling to complain about the noise. At this late hour, most foster parents would have no choice but to dial 911 and have the child rushed to a hospital.

Instead, the mother called one of the boy’s new caseworkers, an on-call specialist in emotional disturbances. Soon the worker arrived at her Bronx apartment, helped calm the child and put him to bed. The two women stayed up late discussing ways to help the boy beat his demons, a talk they would continue in their monthly meetings with his caseworker.

Yes folks, two years ago today I was so pissed off at a couple of Social Worker's that I created this blog. Of course I quickly got over it, and Legally Kidnapped became something much better. It became a voice for the victims of Child Protective Services and Foster Care. It became a popular and important part of the Family Rights movement. And above all, it became the avenue from which I have been able to meet and make friends with many truly wonderful people.

I also want to take this special opportunity to thank all of the social workers who made this blog possible. So, Sheila, Cheryl, Kathy, Ericka, Kristen, Sara and especially you Brian (the System Suck) I want you all to know that you were truly my inspiration for this. Wit
