NY State Appellate Court Says Father Did Not Mistreat Children
A unanimous four-member panel of the Second Judicial Department of the Appellate Division of the New York State Supreme Court ruled yesterday that a father did not abuse or neglect his children, in spite of the fact that Child Protective Services claimed he did and filed an indicated report against him and a hearing officer sided with Child Protective Services. While the ruling did not give details of the case, Matter of Brian M., it stated "Here, even crediting the testimony of the Child Protective Services caseworker, the petitioner's actions with respect to the subject child did not, under the circumstances here, constitute maltreatment."

Children's Rights Calls Mass. Child Welfare System Fifth Worse-Run Nationally
In a scathing 171-page report, filed in a federal class-action lawsuit against Mass. Gov. Duval Patrick, the New York-based Children's Rights terms the Mass. child welfare system the fifth worst-managed in the country, and says that the mismanagement has resulted in the neglect and abuse of one-in-five kids in state custody. Massachusetts currently ranks eight worst nationally for child abuse and neglect, according to Children's Rights.

L.A. County's staying connected to juveniles on the street via Facebook, family ties and foot patrols and placing them when they're ready.
Oh my God, how can you pick on those Angels of Mercy who protect children?
As many of you know, there has been a lot of hype this week regarding a website from the UK called UK Social Workers Exposed that has been exposing the workers in what is arguably the most dangerous country in the world to be a parent. According to the social workers, this site promotes hate towards government workers who protect children from parents who are deemed unworthy for whatever frivolous reason they can think up. Of course, the UK is also well known for it's adoption quota's, and stealing newborns right from the hospital for whatever frivolous reason they can think up. And it is also known that British social workers will even enter other countries to snatch kids from parents who have fled.
That said, I myself have been criticized once or twice, usually by some system suck who considers themselves a savior of children in whatever regard while at the same time demonizing every parent who has ever been victimized by any child welfare agency out there. I've been called every name in the book. Sooner or later you get used to it. It comes with the territory of running a controversial website. And no matter how hard I try to make everybody happy, I learned a long time ago that no matter what I say, it's going to piss somebody off.
So anyway, I was bouncing around Facebook this evening, and came across a post from my buddy Jessie, who just happens to have spent some time in foster care up in Canada himself and who made a really interesting point.
You rock Jessie. Keep up the good work.

Government says site like mine and many others are hateful>
Hateful is making people paranoid of Jewish people or Muslims... or each other... fear promotes hate.....
Government says everyone is suspect and they hold the right to walk into your home any time they want with out a warrant and steal us from our parents and subject us to a life of hell and pedophiles while they are at home on the weekends eating BBQ living and enjoying life with their families instead of mr sicko. Which of course is making that lifestyle for them possible....
That is hate......
Your not just spreading it you twisted freaks... your profiting off it ten fold.
Then attacking your victims when they step up to you.... trying to tell the public anything but the truth about us... putting up the safe streets act to hind your thousands of kids in Ontario... living on the streets... as they attempted to adapt to being on the run from government unlawful captivity.
The government then set up shelters to try to catch them and learn how they are using the street to survive outside the system.... they did this by opening youth and child shelters... at first anyone could go.... they offered free food and said certian government agencies could not go inside... then they gave them money to fill out surveys... gave them money to tell them their names and all kinda of stuff....... then got many dependent on that system instead....
Then government said.. "In order for these places to remain open we need to know who they are how mnay are using it.. and we need all the info you have collected...."
Then the safe streets act was introduced.... then the services the kids became dependent on said "You need ID or you can't eat here."
And the round up and clean up of the Ottawa streets began....
Don't worry assholes... We documented it.
You really shouldn't keep everything on your computers and put so much faith in your tech people.... just for future notice.....
Gov... 15 years ago.. I was sent in to Parliament by over 90 street youth... to try to get you to stop victimizing them.
Check your records I left my name... you even made me leave my squeegie with security... I talked to your staff... they thought it funny I should have the idea anyone would care what I had to say... or what any of us had to say.
I took your position and my squeegie back to the group.
You sealed your fate as a class of people that day. We were just innocent kids... and you would think so little of us...?
We asked you nicely... remember that....
It's not about hate.... it's about disgust for an entire corrupt and out of control class of people who are all screwing us three ways from Sunday....
We love life... we value it more then anything.....we are asking people if they could stop killing us in foster care. And stop sticking us there based on their opinions. They are not gods... pointing this out is hateful?
How can people think of what we are saying as hate?
What we say is out of disgust.... we could be so much more... but all the wrong people are running the show.. and have us divided up like cattle into classes....
Only the corrupt and their idgit wanna be followers will tell you what we say is out of hate....

Website exposing social workers condemned as 'vile'
A local authority is understood to be taking action over a website publishing the names and photographs of UK social workers alongside offensive material
This is the website in question.
Note: I have got to say something about this.
As a blogger, activist, whatever you want to call me, I do have to be aware that there are certain rules that must be followed when publishing information on the internet as there are laws and rules in place that actually protect many of the frauds and criminals who I would love to publicly expose. Whether or not I agree or disagree with these rules does not change the fact that they are in place and breaking them will get me shut down, sued, or worse. So I have developed my own little system of best practice which keeps me out of trouble. That system is to do what I have been doing.
That said, it is a damn shame that people are prevented from speaking out against those who commit injustice against families and children. I commend the websites creator for having the guts to make such a site. However, this site apparently violates the rules as it is being perceived as a personal attack on social workers and others who destroy families, I mean protects children from abuse or neglect.

Did Maine Child Protective Services (CPS) give children to Richard Decca the Wal-Mart child abductor???
Note: This is from one of my dear, dear friends who wants to remain an anonymous source.
We believe it and we want to know the truth!!
Richard Decca was the man who attempted to abduct a little girl from the Waterville, Maine Wal-Mart in 2006. Just prior to that, Richard Decca was arrested for unlawful sexual contact with a 1 year old in Waterville.
Richard Decca lived in Norridgewock. At his point he is traveling from Norridgewock to Waterville to find children to prey on. What would trigger that?
Any good Forensic Psychologist will tell you this man’s behaviors didn’t just start. He just started getting caught. Common sense tells you he escalated to “traveling” and “abduction” because he had no “easy access” to any other child or children.
So how many children did this disgusting man, Richard Decca have access too or in his care prior to this? Keep in mind he was 57 years old by this time. That’s a lot of time that could equal a lot of children.
Well, the word on the street is Foster care children. Kinship care and CPS ignoring the complaints about this man. And a Maine CPS, LSW forging documentation at the office that CPS was visiting these children and all was well until others in the community intervened. As we can only imagine by then it was too late. His sexual assaults and contact on any child or children he had easy access to where enough to keep him satisfied.
It is the loss of children in his care or easy access that would trigger him to start traveling to find children to pray on, even escalating to abduction.
FYI: CPS workers who get caught forging information like that have gone to “jail” in other states.
But Maine has no accountability, nor transparency. In fact, they would keep this on the low-low.
If this is true, they unleashed this SOB onto the public, didn’t bring charges because that would reach the papers. So they saved themselves and reputation and didn’t care about the children, or other children, or the public safety.
Richard Decca's next found a 1 year old and here is the first time in this 57 year old man’s history he gets caught "publically". If the above is true, Maine CPS could have prevented this, yet instead caused it!
Even after he was arrested for sexual contact with a 1 year old, he was released on $300.00 bail when he should have had a leg monitor. Didn’t the D.A. know? Isn’t the D.A. CPS’s attorney?
This brings back memories of the Logan Marr case where the a former Maine CPS worker murdered her in 42 feet of duct tape, with repeated previous abuses, and a mother gagged by the system, yet begging and pleading for help to save her daughter because she knew something was really wrong. And all that time Maine CPS kept pointing the finger at Logan Marr’s mom saying Logan Marr has issues because of her (mom). Maine CPS workers are such liars!! (Anything for a few bucks) Maine CPS hasn’t really changed at all has it? Why? Because we only learned of Logan Marr’s abuse in CPS care because she was murdered and that is what it takes to reach Maine papers.
How many children are being “Severely” abused in Maine CPS care? Most likely many, but unlike other states in America, Maine somehow keeps is suppressed. Hmmm suppression, oppression, censored communication, secrecy, and lies are what Maine CPS is good at. Don’t you think?
I would like to know the CPS, LSW’s name that was involved with the Richard Decca scandal, because if that’s true I would like to file a complaint on her license and have her investigated.
Unfortunately, they most likely handed out promotions for it because that’s what we do here in Maine. We reward corrupt CPS workers with money. What a great incentive to take your child on a suspicion, a false allegation, or a sanctimonious judgment. What an incentive to create a pretend pictures of danger, then they get handed to Richard Decca’s! Predators are always seeking children without protection.
Richard Decca was scheduled for trail. His wife and son were schedule to testify against him. How awesome would that have been! The public would have surely known the truth then. Richard Decca even put hits on his own son and wife. He wanted them murdered to shut them up! Instead while he was on 24 hours suicide watch he committed suicide and the guard couldn’t give him CPR. Then the D.A. got to drop the charges because Richard Decca was “dead” and the truth never able to come to light too the public. Is this a coincidence or a convenience?
I doubt anyone cares Richard Decca is dead, we all know what he was going to do too that little girl, and what he had been doing to other children.
But did he die because of what kind of disgusting man he was or so the D.A. could drop the charges and stop this Maine CPS scandal from reaching the public? Remember the D.A. is Maine CPS’s attorney. I believe it’s the later of the two.
If you know anything about this possible Maine CPS scandal and comfortable coming forward, please do. We think that children abused in Foster care should be herd, and sue the State Of Maine for damages.
We believe if this is true, the CPS worker needs to be held accountable. The State will not help, but we can by getting your stories out! You have the right to be herd, and help stop the corruption of Maine CPS.
We can get your stories out anonymously also. You are safe here.
Stop the silence of Maine CPS abuses! You are stronger than you know! You are a human being that deserves respect!
*On a special note: I would like to point out the two men who saved that little girl in the Wal-Mart parking lot that day are true hereos and Arch Angels.
*I would also like to point out: They were not Maine CPS workers. Maine CPS workers unleashed this SOB onto the public to protect themselves, not the best interest of any child as they claim. Maine CPS workers are not Arch Angels!

Pat Robertson Shuns Adopted Children of Sexual Abuse
Pat Robertson has long been a mouthpiece for the religious zealots of the United States, as well as those who are dead against abortion in any case -- even in cases of rape and incest. Now the televangelist moron is making comments against children of abuse, warning parents not to adopt them. So what does this mean for those who follow the guy? Well if you're still following this man and his far-out ideals, you're part of the problem.

My sister had a bit of a rough patch bout a year and a half ago. She was going through post partum depression severely bad to the point that she was on medication for it. She overdosed on heroin and though her son was with her father they didn't take him into protective custody. However, she shoplifted a few items and they took him into protective custody in kenton county ky.
I was told the reason behind this was because he was not wearing socks on his feet under his sleeper. To me that makes no sense because a child does not need socks if he's wearing something over his feet. So anyways they had her doing drug tests over the course of a year and a half at this point. She has taken all of the parenting classes that tell you absolutely nothing. They even banned my nephews father from seeing him because he would not take parenting classes.
She has over come her addiction and post partum depression. So she got him back in april of 2012. Her lawyer said it was fine at that point for him to see his son. So couple months later her caseworker talked to her about closing the case the following week. My sister and her boyfriend took his son my son and my nephew to gatlinburg tn to go to dollywood. They ended up not going to dolly wood but rather visiting several museums and activities other than that. However that is not the point. The week after they returned My sister's boyfriend posted some pictures of the trip to his private listed fb account for his family. And My sister recieved a court summons because her son's father actually spent time with him and gave him an experiance that true he may forget since he is only 3 but it was a fun family vacation. I know my son enjoyed it as did his oldest son. And now it's possible that they may remove my nephew from my sister's care again because of a family vacation.
It appalls me because my 4yr old does not know his father because he is mia and my oldest sons father is as well. I would love for my children to be able to go on a family vacation like that. I would love for their fathers to buy them even a pair of socks. And our state is complaining that my nephew's father took his son on vacation and spent well over 5 grand in the course of 4 days or so. It just sickens me that they want to take this sweet little boy away again.
My sister is doing well for herself new promotion to a supervisory position steady household no addictions unless you count cigarettes. And though we dont know what the outcome is going to be it just appalls me that this is happening. And to top it off the social worker who started this action is NOT my sisters case worker. She has never been associated with the case and we are pretty sure she went to either college or highschool with one of my cousins who's mother had temporary custody of my nephew when this first started. It's just proving to be quite difficult to prove without hiring a private investigator.

I truly hope you will help us. My daughter, had two boys, one 7 and one 4. She wasn't a good mom abusive, druggie. Children's Services in Reno, NV took them from her. My other daughter, went through all the processes required to take the boys into her home in Oregon. Every thing was going fine, the boys were happy. Until they got a new case worker and my daughter got pregnant. For some reason made life very hard for her & the father of the new baby. Yet he is always there for her and He went through the classes they requested. The worker said he didn't finish the classes. He has the certificate, no one has checked. They functioned as a family, went fishing, to the fair, crabbing, camping, but this case worker has made it sound like the boys are being abused. She would misconstrue what the boys would say and only ask negative questions. She got them taken away from my daughter. Neither NV or OR followed up on these accusations. Now they are going to strangers in Reno.
No one has talked to anybody in OR, (a town where you can throw a rock from one end to the other) where my daughter and the boys lived. No one has talked to the boys teachers, friends, even the state appointed councilor about these accusations. The parents of the boyfriend, sent Reno a letter and told them he had a job and was living with them (per OR request) and they ignored it. Lots of friends called OR and NV telling them how the boys have flourished since living there. Reno has chosen to ignore these too. Please help us.
Now the boys are back in Reno and they said that my daughter can't have them back, these boys are crying for their Mom. This to me is child abuse. The boys want to go home, they want to see their baby sister. Now they are saying they will take away my Grandma rights because I'm fighting them on this. Please, please help us.

Child Welfare Court-Ordered Reforms – A Best Practice?
The role of courts in demanding change from the child welfare system is not a new one. However, in the paper “Court-Based Child Welfare Reforms: Improved Child/Family Outcomes and Potential Cost Savings,” Liz Thornton, a Staff Attorney for the American Bar Association’s Center on Children and the Law, finds evidence that such reforms have resulted in both lower fiscal costs and improved child welfare outcomes.

Governor Paul LePage and Maine's Department of Health and Human Services: Block raises for Maine's DHHS Child Protective Caseworkers
On August 20th 2012, Governor Paul LePage approved raises for Maine's DHHS child protective caseworkers. All other state workers remain under a pay freeze that started in 2009.
Maine's Child Protective Workers are corrupt, cruel and unjust. They operate behind extreme confidentiality laws, and lie to the people of Maine about what they do. They cover-up abuse that takes place in the foster care system, and over-medicate foster kids on dangerous psychotropic drugs to keep them quiet while this is happening.
Also, this raise is given to a single group of state workers while Governor LePage obsessively cuts benefits to the poor while giving tax breaks to the rich. These cuts include 23,000 poor, elderly and disabled Mainers loosing health insurance through the states health care programs as well as cuts to general assistance programs for the poor and homeless.
Cuts to MaineCare will also eliminate the funding for Family Preservation services so that the children involved with child welfare in Maine will no longer be able to remain safely in their homes, and will instead increase foster care numbers.

I don't even know where to start concerning children services. I had temporary custody of my then 4yr old grandson and his 4 month old sister due to their mother not following court ordered rules and leaving her drug rehab center. This was the second time that the kids were taken from her.
Let me start from the beginning, in february the mother gave birth to another child on a friday, on Sunday I get a call from the mom saying dfs was there to take the kids because she tested positive for drugs in her system, her mom was there with her but couldn't have the kids because of a hotline call on her years ago that was never substantiated, so I talk to the caseworker while I'm trying to get to my son's house (he my grandson's dad) to help him get his apartment clean for an inspection by the caseworker since he'll have temporary custody of his son and I'll be taking a 3 day old baby home with me, well the caseworker asks a few questions about my background and then tells me to head to the hospital to pick up the baby because they were being discharged that day, now the mom was still allowed supervised visitation with the children ( i couldn't let her out of my sight while she was with her children).
To the chagrin of me and my son: In march they give her back custody of the children (there were so many other issues besides the drugs that made her an unfit mother), but the caseworkers felt since she was following all her court ordered requirements to regain custody they really had no reason to keep the kids from her.
Fast forward to May and I get a call to be ready to take the kids again, but this time I have both children because the judge deemed paternity needed to established for both fathers before they could have visitation, now paternity tests were suppose to have been ordered back in march and here it is May and guess what no paternity tests have been ordered yet," why you ask what takes so long to get the tests ordered?"
well if they can keep one caseworker on the case long enough to get things done and stop playing merrygoround with the caseworkers, maybe something could get done, in the 4 months that we had to deal with this issue, there has been 3 different caseworkers.
Back to my story, so May 3rd I picked the kids up with the social worker at the in patient rehab center the mother has been staying (did i mention that the kids were allowed to stay there with her while she went through rehab classes), the mother has no ideal we're coming to get the kids until we get there (they like for the other moms to see social services come and remove children from their mothers to drive a point home).
I feel bad for the mom but she knows the kids will be taken care of by me. I have the kids and she's allowed a couple of visits with the children, the baby can spend the night but the 4yr old cannot, things are going find for a couple of weeks until the mother decides she can't take the rehab center anymore and walks away, of course she backslides and proceeds to tell the court the truth, so she's ordered back to rehab but she won't go, so now her visitations are revoked.
In June is when all hell breaks loose, I get a call from the caseworker that there was a report that the mom was seen with the baby girl, I say no, the baby is here with me, well she was seen pushing a stroller and I say what does that have to do with anything," do you have any ideal how many friends this girl has, that could of been anybody's baby", so unless whoever made the report that they actually saw the baby, then they're wrong", she says okay, then 3 weeks later I get another call stating the same thing, but this time she won't give me any info as to what the complaint stated, just told me they were coming to pick the kids up and I would have to address the issue at the next court date.
By this time I'm so angry I can't see straight, how dare they paint me guilty without even investigating the claim, they just went by hearsay and came and snatched the kids. Me and my son go to court 2 weeks later. of course the mother didn't show, so the judge addresses us and my son states he's the father of one of the children, the judge states she doesn't have any info on him, how the hell is that possible? he was given temp custody in Feb. and she asked about him a few times in court when he couldn't attend and I even told the judge his job was not conducive to giving him time off to attend court (he wasn't required to attend, this was drug court for the mom), but now all of a sudden you don't have any info on him! what kind of micky mouse court are they running?
So she tells him until paternity is established he can't have any visits with his son and tells the caseworker to put in the request for the test, hmmm you mean the same paternity test that should have been completed by now considering it's now June and this has been ongoing since Feb.
We leave the court room and I asked the caseworker what about me? I THOUGHT I would get to plead my case against the false allegation, the caseworker proceeds to tell me that the judge says I have to become a foster parent to get the kids back, SAY WHAT? I have to be a foster parent to get my own grandchild back in my custody and then she states that means I'll have to get my own place (I'm staying with a friend a the moment), now I'm contemplating all this in my head and I asked her how did they come to that consensus and she says that's just what the judge ordered, so I asked her can I see some court ordered paperwork stating that requirement and she says she doesn't have any paperwork stating that, well I asked if its court ordered should there be something in writing and she just stands there looking lost, so I say I'm going back upstairs and ask the judge myself and she says okay, well we have to go back through security and she doesn't and I watch her high tail it up the stairs before me, by the time we make it upstairs she's out of breathe and states the judge is in a meeting and the judge said she didn't have to put it in writing, so I tell her she's lying and I walk off before I punch her in the face and ruin any chance of getting the kids back.
I didn't make the last court date because I can't trust my anger with this caseworker and again the mother didn't show, I do believe she doesn't care to get her kids back, but I do.My son finally got the paternity test done on Aug.15th so now we just wait for the results and see what happens. In the meantime I'm just worried about my grandson and what this has done to his mental state, it was bad enough when he kept asking to see his mom and he had me, but now he's with total strangers, tell me how that's helpful to him in any way.
I could go on, but I feel my anger boiling up again. If there's anyone who can offer any kind of advice it would be greatly appreciated.

Speaking Out: False Abuse and Neglect Report & CPS (Child Protective Services) Corruption
I was reported to CPS by a trusted neighbor because my daughter played on her trampoline everyday, she ASSUMED something was wrong at home because my daughter loved her trampoline, she also exaggerated and told CPS that my daughters clothes were too small, they were clean but too small, my daughters shoes were too big, told them my daughter would come to her house hungry, and they weren't going to school. Most of my subscribers know that I was homeschooling my children for a while and CPS knew about this, so the CPS worker knew it was a frivolous report. My family was lucky! CPS has been known to take children out of the home for no reason at all depending on how the worker feels.
