Child advocate decries use of 'time-out' rooms in RI group homes
More than a dozen group homes for children maintain separate "time-out" or "relaxation" rooms, some with no furnishings and bare walls, for children who act out, a practice that state officials on Tuesday moved to clarify following concerns raised by the state's Office of the Child Advocate.
