You would need people running the system who respect the rights of the family including the parents. You would need to start addressing some of the issues that parents raise. Issues such as lying CPS workers stealing children for trivial reasons and the judges who will rubber-stamp their signatures on practically every piece of paper that gets put in front of them by one. You would need to remove some of the financial incentives so that the System Sucks aren't viewing other peoples children as a meal ticket. Good luck with that.
Also if you were to rephrase your question to something like, "Are you against fostering altogether for every child (or even most of the children) who is now or has ever been in the system?" I would have to say that you are damn right, I am against that.
The labels such as "abuser" that are placed on parents are generic. There is a difference between a kid who gets a spanking and a kid who has been beaten to within an inch of his or her life. There is a difference between a kid who gets abused for no reason and a kid who gets a slap in the face for telling his mother to go and fuck herself. There is a difference between poverty and neglect. The system has lost sight of all of that.
The need for foster care, as portrayed by the mass media, is completely blown out of proportion. I know, for example, that there are thousands of capable grandparents (and other family members) out there who would love nothing more then the opportunity to raise the grandchildren who have been ripped away from them as well. So why is foster care or adoption so often chosen over them? Sometimes because they support their own kids as parents. They might sometimes disagree with the workers reasoning for taking them.
I also know that there are a lot of false accusations flying around against parents who are not so much abusive or neglectful, but more likely easy targets because they don't have the financial resources or the emotional strength to fight back against the god like social workers and profiteering system sucks who harbor so much power over their children because of a misrepresented, media created understanding of the issues. So they blindly support the industry because it makes them feel important.
What is really funny is how many of them simply change their views the minute they end up with a social worker crawling up their ass.
It's actually quite funny. There is a whole gaggle of these lemmings, all bitching about the kids and those pesky bio-parents. "Oh my God! What I have to put up with when warehousing other peoples children." They all follow each others blogs and every time one of them speaks, ten throw in their two cents, either agreeing with it all or trying to out do each other.
So many stupid people think that the system is a safety net for abused and neglected children. Well it's not. It's a mess. It causes psychological disorders in children, homelessness, and children are more likely to be abused. They drug them up to keep them quiet and happy. They bounce them around from home to home or throw them in group homes and institutions. Very rarely do any of them come out of it with their heads screwed on straight.
So if you want solutions, great! You are free to take any of the information I provide and think some up.
Let me just ask you this...
How are you going to know what the problems are that need to be solved? How are you going to identify the issues that need to be changed? Are you out there sticking up for the families who have been screwed by CPS? Are you speaking up for the children whose lives are destroyed because of an injustice?

There are children abused in foster care, it's awful. There are also children abused by their birth parents. What do you suggest be done in those situations where parents are addicted to drugs, the kids are neglected, where there's sexual abuse? And the simple answer is, I am not against fostering altogether. How could I be? I'm not really a bad person. I don't advocate for a parents right to abuse or neglect their child. I am rational enough to understand that some parents should not be or are not capable of raising their children. So I'll be the first to admit that there are times when foster care is necessary. The first thing I advise anyone who is embroiled with Social Services is to get everything on file from all sources – Social Services, Health Services, school documentation, doctors’ documentation, credit report, CRB, police reports, the Children’s Database, etc. etc. It is absolutely amazing what is on file about individuals and their families, and how much is often either very wrong or woefully distorted.

The definition of a decent home varies from person to person, but it generally includes being kept relatively healthy and free from severe emotional and physical abuse. CPS ideally aims to provide this to as many children as it can, but it fails more often than many people seem to realize.

I have been working on a side project to Legally Kidnapped, called the LK-Help Desk. This will be a state by state directory of useful resources for parents and family members who have been victimized by the Child Protective Industry. There is currently noting like this on the internet.
Each state will have it's own separate web page, and each page will hopefully include everything from links to support recourses and groups, to where and who to complain to, links to the laws and statutes and department procedures so that you can educate yourself about the laws and policies in your state. And everything else that a parent or family member of a CPS victim should know about.
So here is what I need from you.
If you know of or run a support group helping parents with their child protective troubles. If you are a member of a family rights group working to change the laws in your state. If you run an internet Newsgroup for parents or grandparents in your state, then I want you to be listed here. So please email me with the information. Include web links, contact info, even a short paragraph explaining what it is you do.
The structural aspect of the site is complete. It's already built, and currently includes 52 separate web pages. All I'm doing now is filling in the blanks, and am shooting for the first or second week of May as a release date. Also please note that this is a serious project and I have been working hard with an avid researcher who is helping me to research and track down this information. Some states will unfortunately have more and better resources than others as some states are lacking, but we'll work on that as well.

Bill aims to improve slipshod justice in California's foster-care courts
A new bill before the California Legislature aims to improve the slipshod justice in the state's foster-care courts, part of ongoing reforms on behalf of thousands of vulnerable children and their families.
If signed into law, the bill sponsored by Assemblyman Mike Feuer, D-West Hollywood, and the state's Judicial Council would enforce standards for juvenile dependency attorneys that in most courts would seem routine. Lawyers representing foster youth and parents whose children have been taken from them by social workers alleging abuse or neglect must meet with those clients in advance of hearings. They must explain court reports so that parents — the majority of whom are impoverished and poorly educated — understand why their children were removed and how to get them back.
A new bill before the California Legislature aims to improve the slipshod justice in the state's foster-care courts, part of ongoing reforms on behalf of thousands of vulnerable children and their families.
If signed into law, the bill sponsored by Assemblyman Mike Feuer, D-West Hollywood, and the state's Judicial Council would enforce standards for juvenile dependency attorneys that in most courts would seem routine. Lawyers representing foster youth and parents whose children have been taken from them by social workers alleging abuse or neglect must meet with those clients in advance of hearings. They must explain court reports so that parents — the majority of whom are impoverished and poorly educated — understand why their children were removed and how to get them back.

We enter the new millennium with well over 500,000 of our children in one or another form of state-provided alternative care. An estimated 365,000 of our children are removed from their homes for their "protection" each year in these United States. They find themselves warehoused in foster homes, group homes, and institutions. When there is no room for them at the proverbial inn, they find themselves warehoused in prisons.

Bunch of apathetic, baby snatching, false evidence producing, no good for nothing, evil scumbag, money grubbin, lowlife baby snatching, lawless s.o.b.'s-and that's the truth in schenectady d.s.s.-don't trust them. They will place false "evidence". I'm in a battle with them now. supposedly i have a trace of marijuana in my urine, yet i don't even smoke it. but they have to justify getting the call from some miscreant telling them i smoke weed. they're after all 6 of my kids but wont bother the crackheads that live upstairs from me throwing needles off the porch. then they might have to deal with the naacp. it makes me sick when i look around me at the double standard and all the street scum wandering around the hood lookin for a good time, going to the club, smokin crack, shootin up, lettin their babies wander around unsupervised. Nobody's bothering them. No, they want the white kids, so they're gonna come hard after me and i might have to take these scumbags all the way to jury trial/ supreme court to get them off my back.

Since then, DCF has settled with 104 plaintiffs, paying a total of more than $6.1 million. Butterworth's successor at DCF, former state legislator George Sheldon, has continued that approach. Twenty four years on, she cannot forget the pain she felt when social services took away her three-year-old without warning - or just cause.

Since then, she has helped thousands of parents as the head of the national organization Parents Against Injustice (PAIN).
