Her father may be a convicted sex offender, given this information. Vermont DCF probably has no choice but to leave the child with the mom unless she is in serious danger. I suspect the reason he's not getting visits is because the mom is being paid visits by DCF who may tell her not to let him be with her unsupervised. His sister's claims are probably viewed as mere attempts to help him get her (and in DCF think that means for sexual abuse). Talk about complaints being unhelpful: hers definitely are now.
