Child Abuse: The Case that Created Child Protective Services in America
The abuse of children was once tolerated to a large extent by society. In the United States, it was 1874 when the abuse of an eight year old named Mary Ellen Wilson so upset the neighbors, that they took action. New York had child abuse laws on
the books, and neighbors contacted the police, but the authorities did not want to 'interfere' with how a family disciplines their child.
