A bold vision, unfulfilled promise
The fund-raising pitch was heartbreaking: Hundreds of Massachusetts babies were suffering from an attachment disorder after being pulled from troubled or abusive parents, then shuttled through multiple foster homes. These young ones could be saved if only the state placed them in a new residential facility providing stability and security.
