Problems persist for child welfare

High caseloads that prevent child welfare workers from making monthly visits with children and parents are again causing problems for the state with a federal review team.

Texas already is appealing a $4 million fine for insufficient caseworker visits stemming from a 2002 review. Preliminary results released last month from a 2008 review again found the state deficient.
