Lighting a fire under foster-care system
A JUDGE'S ruling against the state Department of Social and Health Services lights a fire under an agency moving too slowly to implement foster-care reforms.
Whatcom County Superior Court Judge Charles R. Snyder is understandably frustrated. Four years ago, DSHS agreed to a series of reforms to settle a class-action lawsuit named for a young girl who bounced through 34 foster-care homes by age 12.
