ACS, the company that holds the contract has been hit before by the feds for jacking up the system to the point that fraud began rampant.
Wake up folks, when you privatize, you have to be able to oversee it. Anything dealing with children is kept secret under FOIA exclusions.
Hell, the attorney general cannot even find out if there is any fraud to prosecute.
Privatization will not work unless you have compliance policy and a way for the people to file complaints.
