Just what the world needs, stricter CPS guidelines. Why didn't they investigate the mother when she contacted them in the first place. This is just another CYA tactics employed by CPS workers. Stricter rules = more children needlessly removed. If they did their jobs in the first place, we wouldn't have this mess. They're too busy looking for marketable children to actually do anything good.
