It's Adoption Bonus Time Again

Feds award $188,000 to Hawaii to boost adoptions

The US Department of Health and Human Services has awarded nearly $188,000 to Hawaii for increasing the number of children adopted from foster care. Hawaii and other states use the money from the adoption incentive award to improve their child welfare programs.
----
And here's the formula...

States receive $4,000 for every child adopted beyond their best year's total. They also get a payment of $8,000 for every child age 9 and older and $4,000 for every special needs child adopted above the respective baselines. The year 2007 is the baseline.
