Child, 4, found wandering in the streets - twice
Less than 48 hours after the state Division of Youth and Family Services placed a 4-year-old boy in a foster home because he was found wandering the streets of the Jersey City Heights in the wee hours of May 17, the boy was discovered by police again walking around at night by himself, according to police reports.

At the hearing the judge said, according to Pena, she would get her children back if she takes parenting classes, receives counseling, has a psychological evaluation, submits to drug testing and continues in the domestic violence program she is already enrolled in.
