Improvements needed to help kids in foster care

Too many children in foster care bounce back into the system, or fail to find a permanent home, according to a study by Pennsylvania Partnerships for Children, a child advocacy group.

The report looked at the 20,000 kids in the foster care and found that most spend 16 months in the system, 30 percent more moved to new homes three or more times, and a third re-enter a foster home within 12 months of rejoining their families.
