EDITORIAL: Create juvenile registry
Washington will slap Tennessee with a $1 million-plus penalty if the state fails to comply with the federal Adam Walsh Child Protection and Safety Act requirements by next July. Under the Walsh Act, some juvenile sex offenders should be listed on a registry just as adults are.
Note: Awwww... I wonder if Children's Rights knows about this.
