It has come to national attention of the pending investigation of Rep. Tom Burch
surrounding his activities in a child custody case.

What should be taken into consideration is that a family had to contact an
elected official to plead for assistance in the matter pending before the court.
This honorable member of the Legislature jeopardized his public office on behalf
of a desperate family. These events, in itself, should raise a red flag
regarding the jurisprudence of the matter.

As the details of the case are not public, the model is.

The generation of fraudulent documents and false federal claims runs rampant in
child welfare proceedings across the nation. As this Commission goes forth with
the ethics investigation of Rep. Burch, contemporaneous referrals should be made
to the Auditor General and Attorney General to investigate violations of the
State's Medicaid False Claims Act.

Social Security is a bi-polar system, with one end representing the aged and the
other end the child.
