Judge approves disputed foster-care agreement
A federal judge has entered a consent decree in a decades-old dispute over the foster care system in Baltimore, rejecting the state’s claim that he lacks jurisdiction over the matter.
The state told U.S. District Judge J. Frederick Motz that it would petition the 4th U.S. Circuit Court of Appeals for certiorari.
