So in spite of the record numbers of abused and deaths of children in care, the fraud exposed in the ghost children scandal, the background check scandal, employees with criminal records, and illegals being allowed benefits, 29 of 36 administrators get raises. For this to occur while the elderly may go hungry and others in our society suffer hard times this should be seen as nothing less than "Social Treason".
