Poland accepts refugee mother who fled Norway’s child welfare services

A  mother and child became the first Norwegian refugees since the Second World War when Poland accepted their application for asylum last week.


Silje Garmo, 37, fled to Warsaw with her 23-month-old infant Eira in 2017 when she suspected that Norway’s child protection agency, known as the Barnvernet, was about to take the child away.

Illegal adoptions in Poland - Baby on sale

The publication of such advertisement is legal in Poland. Interested potential “clients” create fake e-mail accounts in order to get in touch with the seller of the baby. Once they strike a deal, the prospective parents of the sold child pay for the pregnant woman’s accommodation, food, clothes and medical examination. After the birth, the biological mother declares in front of the civil registry office that her patron is the biological father of her child and gives up custody to her child in the court. Neither the staff at the registry office nor the judge seem to notice that the registered newborn is a victim of an illegal adoption.

Too many foster parents with criminal records

From 2 June until 14 November 2008, the Supreme Chamber of Control (NIK) monitored 40 family aid institutions: 26 district family aid centres and 14 urban family aid centres. Only seven were thought to attain the required level of quality in Poland.

According to NIK, family courts frequently appoint people with criminal records for the role of foster parents. Such a situation occurred in 70 per cent of family aid centres.
