Why Is Indiana Putting So Many Kids in Foster Care?
In 2008, the last year for which data is available, the number of children removed from their homes was down seven percent nationwide from the year before. So why did foster care placements in Indiana jump 22 percent over the same period? That's the question put forth in reporter Tim Evans's thoughtful examination in the Indianapolis Star this week, which I expect will prompt some changes in the way the state's child welfare office operates.
