Caseworker didn't realize complaints were linked

A Children's Aid Society case worker didn't "connect the dots" after receiving two complaints within four months that a convicted sex offender was hanging out with children, the Cornwall Public Inquiry heard yesterday.

Bill Carriere testified that Fran Lepage was a "very responsible" employee who nevertheless didn't realize complaints in October 1994 and January 1995 were about the same person: Jean-Luc Leblanc, a Newington-area school bus driver who'd pleaded guilty nearly a decade earlier to two counts of gross indecency.

"Fran, I guess, didn't connect the dots in this particular situation," said Carriere, who retired in 2006 after 33 years with the local CAS branch.

    Thats pretty bad. It just goes to show why background checks are necessary to keep these people away from children.
