Group seeks to improve foster care in Utah
Groaning under the weight of red tape and bureaucracy, Utah's foster-care program is broken, and a local group is looking for volunteers to help push big changes.
Today, four siblings in the Utah Valley area were expected to be split apart into two or more foster homes -- a situation no one feels is ideal -- because of a lack of foster families who can take them as a group.
