Note: Why? This lawsuit should be against them.

Lawsuits by Children's Rights Inc are a form of collusion with child protectors. The suits claim to be on behalf of foster children, and always seem to end with a judgment compelling the state to appropriate more money for their care. The social services system is the only real winner.
When the suit against Oklahoma was filed, I read the complaint. Instead of generalities about system failings, it had many actual case histories of foster care failures, presented in such detail that they could only have come through cooperation of Oklahoma DHS.
