Miracle child grows up to join foster family
When the 3-month-old baby was placed in Annie Shack's arms 16 years ago, she was told to care for him but not expect much for his future.
Little D'Angelo had mental disabilities and his cerebral palsy would keep him from ever walking, she was told. He was the type of foster child that families looking to adopt often passed over.
