In Pennsylvania, police responding to a report of a dog freezing in a backyard kennel found the body of a toddler who had been beaten to death. The child's foster father, who eventually received a 22-year sentence in the case, had previously been convicted of domestic violence and cruelty to animals, but humane and human services agencies had never shared their information.
