EDITORIAL: Give grandparents help raising children
State Rep. John Lepper is to be applauded for persevering in focusing attention on needs of a largely invisible populace, grandparents raising their children's children, providing refuge that in myriad cases will keep young family members from sliding into state care.
Lepper wants to see a study commission formed with the ultimate goal of compensation to grandparents similar to stipends - $17 or $18 a day - received from the state by foster parents.
