On 12/24/15 Charlene Rachelle Brown was reported as a runaway to the Newton Police Department. Charlene and her siblings had been living in foster care in Boone County after being removed from the custody of her biological Mother, Misty Rachelle Shaver, while living in Tama County. The children had been allowed to visit a relative in Newton for the holidays. While at the relative's home Charlene snuck out and left a note saying she was sorry for leaving. Based on information from the family and their associates the Newton Police Department feels Charlene arranged to be picked up by her mother and her mother's boyfriend, Kevin Jacob Carlton.

On 12/24/15 Charlene Rachelle Brown was reported as a runaway to the Newton Police Department.
