This, my dear readers, is how they plant the seed...
Thousands of investigations based on child abuse tips go unresolved
L.A. County's child welfare agency has a backlog of some 3,700 cases open 60 days or more. Department and union officials say they're 'at a breaking point' with current staffing levels.
Note: And Arnold doesn't want to help either, as we've seen earlier...

Don't you just love how the Child Protective Industry cries poverty in the face of budget cuts?
La county has already been found guilty along with the CADSS of having falsified the Child Abuse Central Index and failing to correct it (cf the Humphrey's case vs DCFS). Now CALDSS is allowing DCFS more time because now they are substantiating more cases: that's put this in perspective now what they are doing is falsifying more cases and being given extra time to do it. The Humphrey's should point to the new evidence in current cases and ask for a trillion dollar settlement and an injunction preventing them (both DCFS and all CADSS agencies) from investigating any more cases for at least twenty years. CADSS yes indeed.
