DSS reviews rules
The S.C. Department of Social Services has revamped how it will handle a federal law at the heart of the case that hampered a Conway father's efforts to be reunited with his daughter for more than two years.
Those changes would have increased the odds that some of the issues raised in that case could have been solved before Johnny Smith's attempts to have his daughter returned to him from a New York foster home stretched out so long.
