I think that what Ron Paul is saying about emotionalism is a factor in the workings of the Child Protective Industry as well. People blindly support them because they all love kids and believe that CPS is protecting abused and neglected children. This is simply not the case.
They are playing off the emotions of good people and manufacturing support for their cause.
Propaganda is an art.

I am still amazed to hear some people who are dealing with CPS or have dealt with CPS in the past STILL say they think that CPS is a wonderful organization. They suck! They're corrupt and out of control. They fail children on all levels. With the economy the way it is and with budget cuts happening across the board, I fear that more and more children will be needlessly taken, rights terminated and adopted out of the foster care system ALL for the federal money. They want jobs tomorrow and that's an easy way to ensure that they get to keep their jobs. It has nothing to do with protection and everything to do with money.
