I think the thoroughness and thoughtfulness with which she explains herself is more than you deserve.
I think it's a lot easier to be like you and just paint everything black and white with broad brushes than it is to actually confront the nuances of the situation you "write" about, recognize that the truth about child welfare (as in most situations) lies much closer to the complex middle than to the simple extremes, and do something that illuminates it by other means than the glow of the bombs you seem much more content to throw. (Always figuratively, of course -- nudge nudge, wink wink.)
And I think the title of her blog is meant with a healthy dose of irony, which, again, appears to be a concept too complex for you to acknowledge in your sad and simple little world.
Whatever is intended by that title, it is inappropriate. Seriously, it undermines the whole concept of CARE for a child! While I am not a fan of the foster system as I know first hand how destructive it can be, I also am aware - as in all areas of life - there are some good folks. I believe they would be equally offended to be referenced as such, irony or not!
It appears that it is you who are offering simplex commentary because in the large picture, everything IS, in fact, black and white: Where it comes to CHILDREN, it is their best interests that must be the basis of all decisions!
