New Court Aims to Raise the Bar for Foster Kids
While many government child welfare departments measure the success of foster youth by whether or not kids end up pregnant, strung out, homeless or in jail, one Bay Area county is trying to raise the bar. The plan? Comprehensive education strategies meant to improve outcomes for kids beyond the mere avoidance of chronic destitution.
