Of course they could not get their sister's children. Relatives seldom do. CPS gets more money for adopting the children to strangers rather than relatives. But our Congress allocates how the money is paid to the states. Each state has a quota of adoptions they must meet each year in order to gain the federal funding. Walter Mondale said years ago that the states could make a business of adoptions with the laws that were written. That is exactly what has happened. People believe that CPS must be a wonderful savior of children. CPS has no government oversight and they are an evil business. Until people realize this, nothing will change.
