The Phoenix police detective who blew the whistle on Child Protective Services’ failure to investigate thousands of allegations of child abuse or neglect wrote in a memo last month that the “dangerous and unlawful practice” had become “institutionalized” at the agency in order to reduce employees’ workloads.
