Federal lawsuits filed by the parents of Patrick Alford, a Staten Island boy who disappeared eight years ago in Brooklyn while in foster care, can proceed, as triable issues of fact exist as to whether the city should have placed the boy in his father's custody, a judge recently ruled.
Patrick Alford Sr. and Jennifer Rodriguez, the child's parents, filed separate lawsuits in Brooklyn federal court in 2011 and 2010, respectively, over the boy's vanishing on Jan. 22, 2010.
