Officials: $142 million in emergency CPS funding comes with strings

The approval by legislative leaders of more than $142 million in emergency funding to curb chronic operational issues at the state's beleaguered Child Protective Services program comes with strings attached to ensure the problems are getting fixed, officials said Friday.
