Efforts To Improve Child Welfare System Creates More Problems

Growing pains for Philadelphia’s child welfare system is causing problems for already overloaded case workers.  Most of those case workers lack the training and skills to protect children according to advocates as well as officials inside and outside of the system.  The problems have risen from an effort to improve the system by moving case management to community-based non-profits.
