Spike in DCF care petitions creates lawyer shortage, floods courts
Historically, child-abuse and neglect reports increase after a high-profile child welfare tragedy such as the Jeremiah Oliver case. That case, combined with families facing mental health and substance-abuse issues, and the ongoing opioid epidemic, which has caused an increase of babies born substance-exposed, have given rise to another crisis, say experts in the field — a shortage of lawyers certified to represent families whose children have been taken by the state.
