When Yolanda Vasquez was 12, her speech was so slurred doctors planned to clip the bottom of her tongue.
But the young girl didn't need surgery to find her voice.
After a decade in California foster care, Yolanda had become so medicated with psychiatric drugs, she practically lost the ability to speak.
