He might have celebrated his birthday in a safe home if Child Protective Services workers hadn’t overlooked clear signs of abuse. Like those brutal photos on Facebook. The ones where the boy’s face and back are covered in bruises, cuts and scratches. The ones that make your heart plunge into your stomach, but somehow couldn’t inspire a CPS worker to take action.
