Foster dad accused of beating kids with 'spanking spoon'  

A father is locked up and accused of child abuse. Police say Keith William Shirey hits his 3 adopted children with a big plastic spoon. Shirey told police he disciplines his kids only when they lie, cheat, or get in trouble in school.
