Need for foster homes outpaces availability
Foster children often arrive at their new homes with just the clothes on their backs, or maybe a garbage bag of belongings. But they all carry a history.
Note: Perhaps Arizona's inability to investigate 100% of calls to the CPS hotline has something to do with their inability to house every kid who is reported. Of course that would be like putting 2 and 2 together, but the general public, which comprises of mostly normal people who don't have a clue as to how the agencies run are going to demand that they do something about this.
