How CPS evolved into a legal kidnapping business

Child Protective Services have been incentivized through federal legislation to manufacture more cases in order to produce higher bonuses for their agencies. From Walter Mondale's 1974 Child Abuse Prevention and Treatment Act, to Bill Clinton's 1997 Safe Children and Families Act, the federal intervention in the process has proved disastrous. Innocent families are being terrorized by CPS in order to turn out record numbers of child confiscations.
