DCF: Agency changes after Barahona child abuse case
It is one of the worst child abuse cases the Department of Children and Families has ever seen. Nearly six months ago, Nubia Barahona was found dead in her father's truck in West Palm Beach, her brother Victor was clinging to life after being doused with chemicals.
