We uncovered a shortage of qualified foster parents along the Front Range, forcing more children to be placed in group homes and alternative facilities according to Ross Wright, executive Director of Hope & Home.
Note: IOW, they're stealing too many kids and trying to help too few families. :) Duh!!!
