The Munro review of the child protection system has been greeted warmly, but Chris Ames questions if it can drive top-to-bottom transformation
On the face of it, Professor Eileen Munro's review of the child protection system ticks a lot of the government's boxes, not least its call to move away from a "tick-box culture". But her attempt to focus on a core package of reforms may neither find favour with the government nor with the professionals, let alone address some complex and deep-seated issues.
