Negligent, not criminal behavior by child welfare
The result was beyond horrific: 4-year-old Marchella Pierce, who had been repeatedly beaten, tied to a bed and starved until she weighed just 18 pounds, died in September.

I disagree with the writer of this article. As PAID mandatory reporters, it is their DUTY to intervene; particularly as caseworkers to protect the interests of children. When records are falsified, performance lacking, they too must answer to the law!! Time and again, the rights of the victim are negated in favour of the wrong-doer who shirks responsibility.
